Police charged Rick with felony counts of ethnic discrimination and arson as well as other charges. A detective said he may also face federal charges. "I didn't do it," Rick said.

• Hmong Minn. Police Officer Guilty in Gun Case
  ST. PAUL, Minn. -- A police officer pleaded guilty to a felony Tuesday for loaning his service pistol to a Hmong cousin who allegedly used it in a drive-by shooting. Tou Cha, 36, pleaded guilty to one count of aiding and abetting terroristic threats. The 11-year veteran left the courthouse without commenting. Ramsey County prosecutors said they would seek a 30-day jail term for Cha when he's sentenced April 27. Cha, a Hmong-American, was required to resign from the police department immediately.
