Quang Van Quan, 35, was arrested Wednesday in Houston, police Lt. Mike Handfield said. Quan is considered a primary suspect in the slayings, Handfield said, although investigators were searching for at least one other person. He was booked for investigation of murder. Everett Le Gentry, 17, had waived his right to a hearing in juvenile court and agreed to testify against two other men charged in the case. In court Friday, he told the judge that Elgin "Ray-Ray" Robinson Jr., 20, had asked him to kill Chelsea Brooks because her family wanted to prosecute Robinson for statutory rape. Both Robinson and Theodore Burnett, 49, are charged with capital murder and kidnapping in Chelsea's death, and Robinson is also charged with three counts of sexual intercourse with a child under 14 and one of violating a protective order that the girl's mother obtained for her in February. Gentry's plea deal calls for a sentence of life in prison with parole eligibility after 25 years. Savage, a former Dover High School teacher who faces multiple counts of rape of a student was hired despite having a felony record for attempting to sexually extort a young man. Savage, 28, is in the Delaware Correctional Center near Smyrna, where he is awaiting trial on 13 counts of rape and related charges that include possession of child pornography and endangering the welfare of a child. He was arrested June 16 after a student told investigators that Savage had kissed him in Dover High's choral room and later offered him money if he would let Savage perform oral sex on him, court records said. Savage, of Dover, was arrested again June 26 and charged with 13 counts of rape. The 39-year-old Augusta, Ga., man said he stopped Keenan O'Mailia as the boy rode his bicycle along a dirt path. Downs said he asked the boy his name, then threw him to the ground and strangled him. Downs did not pursue any appeals after pleading guilty to the crimes in 2002. Before he was sentenced to death, he said he deserved to die for his crime.
